Kandis Boyd, Ph.D., PMP, is an accomplished federal executive, educator, speaker, and STEAM advocate with more than 30 years of experience spanning science, public service, academia, and leadership. She currently serves as a Senior Advisor at the U.S. Environmental Protection Agency and is a Full Professor in the School of Business at American Public University, where she teaches transportation and logistics.

Boyd is a trailblazer in atmospheric science and public administration. She was the first African American woman to earn an undergraduate degree in Meteorology from Iowa State University in 1996. She earned an M.S. in Meteorology and Water Resources from Iowa State and a D.P.A. in Public Administration from Nova Southeastern University, with a focus on leadership and organizational effectiveness. She is also a Project Management Professional (PMP) and Certified Logistics, Transportation and Distribution (CLTD) professional.

Throughout her federal career, Boyd has held leadership positions with NOAA, NSF, and EPA, including serving as Director of the Chesapeake Bay Program and in senior leadership roles overseeing major scientific programs and multimillion-dollar portfolios. Her accomplishments include leading national climate initiatives, advancing STEAM education, and mentoring students and emerging professionals.

Her honors include the American Meteorological Society Charles E. Anderson Award, the African Meteorological Society Teaching and Mentorship Award, AMS Fellow, Black Engineer of the Year Career Achievement Award, NOAA Administrator’s Awards, and APUS Graduate Excellence in Teaching Award.
